The people who are selling these drugs see this as a service to their community, but many of the customers would be cured equally well with over-the-counter medications.
Selling antibiotics over-the-counter is illegal in the United States. The practice of selling illegal antibiotics is dangerous because it might result in bacteria becoming resistant to antibiotics.
