Abstinence is the only way to definitely not become pregnant. Otherwise, condoms should be used. Vaseline breaks down the condom, so would increase your chances of becoming pregnant.
A lubricant with Nonoxynol-9, such as may be found in some condoms, is a spermicide. However it will also increase the risk of contracting a sexually transmitted disease, and I would personally avoid using it. I don't know what effect petroleum jelly would have on contraception, but I wouldn't use it as a method of birth control. If you are trying to conceive and are worried it's interfering, I would speak to your doctor or gynecologist about it.
