You're reading I've heard that the man walking on the street side of the sidewalk and the woman on the building side has changed. He should now walk on the building side, in case thugs are lurking in an alley. Is this true?

I'm not sure I agree with the basic assumption--that people in poor neighborhoods don't bother with etiquette.
