    As the Philadelphia Weekly reports, some states "forbid landlords from requiring nonrefundable fees," while some states "specifically allow them" (meaning there is law on the matter). However, most states don't regulate either way. If the fee is noted in your lease, even if there is not a specific state law, it is often binding. See your state's rental laws for more information.
