I imagine Mrs. Palin would be unhappy, but I personally don't see the big deal. Like many other words, the word "retarded" has evolved over time. It means more than just "mentally challenged" at this point but rather refers to stupid people in general and I don't think it's offensive.

I think this is probably an unfair question. I have listened to Rush on and off for years and I am certain he was only using the word at all because it was a news item. Based on the way he often does commentary, he was using the word to ridicule the guy in the news that started the furor. Based on this, I suspect Rush was not really "calling people retarded" in the way the question implies. (I admit I have not read or studied the transcripts of the program segments that relate to that news story, and he may also have used the phrase outside the context of the story.)
Nevertheless... whether it is "ok" or not depends on a lot of things. I am not personally offended by the word, but its use is sometimes intended to be offensive and can certainly be insensitive. I think it is still "ok" to speak of the spark timing in my engine as retarded... and i think it would be goofy to start saying "the R word." (I don't think my use of that word in this answer is insensitive or offensive... you may disagree.) Rush's commentary is certainly often "politically incorrect" and I am sure that does not bother him at all - I think he really enjoys that part.
