whenever you feel ready really. I'm 15 and i have friends who have lost their viginity. but it's up to you, if you feel like you're ready, then just use a condom. be safe, and i don't see what's so bad. but if you want an age, i would say 16/17 is good, having it at the age of 12/13 or maybe 14 is really just strange. hope that answers your question. :)

Depends on the state, but ive read cases of two teens having sex and one or both end up in legal trouble.

In australia the rules are:
if under 16 but be less than 2 years age gap
no person under the age of ten in allowed to have sex
no person under the age of 18 is allowed to have sex with their guardian, parent, teacher etc.
