She might be worried that you're not mature enough for her, so show her how mature you can be. Also, be bold. Don't be too shy or afraid to show your interest. I really liked this younger guy one time (and I suspect he may have felt the same), but he never asked me out, and I was too afraid to ask him. Now I will never know what might have been. Don't let that happen to you.

If you're convinced that she won't change her mind, as you seem to be from your comment on another answer, then move on. You can't force someone to go out with you and there are a lot of other girls in the world.

Act older.... be established, have your goals set and truly be working on them.... and number one out of anything: be confident! Don't show emotion either, emotion is a sign of weakness. Just act like a badass, but not a badass who trying, an actual badass, one who doesn't care what other people think because you are the master. lol women like that.
