    A jail cannot force an inmate to donate property. The jail may seize goods as evidence of a crime, and routinely holds a prisoner's belongings for the duration of his sentence. But the legal-research website, FindLaw, notes that the Due Process Clause of the U.S. Constitution protects inmates from "unauthorized and intentional deprivation of their personal property by prison officials."

    "Forced donation" is, of course, a self-contradiction in terms. Try asking a more specific question.

    Stealing is against the law, even when the thief works for a jail and the victim is in custody.

    If a jail official says "Donate this or else I'll punish you" then the jail official is committing the felony crime of Coercion.

    Now if the property is marijuana, I dunno, because it's against the law for marijuana to exist.
