THE most important thing you need to learn is that we are ALL fearful of not being "right" or good looking or lovable or worthwhile. Further, your quality as a person, whether you are valuable and lovable, does not at all depend on your appearance, your hair, your boob size, whether they match or do not match, and nothing about your body shape or size.
Yes, it's WAY normal. The same thing happens to boys with their testicles (one hangs lower than the other). It happens that way because you're body's responding to your heart beat as you grow. (It's the left breast that's bigger, right?) They'll be equal in a few years.
That depends on a lot of factors and is best discussed with your doctor. Have you had your first pelvic exam yet? Because that would be the place to ask.
There are many reasons for one breast to be bigger than the other, and some are benign, but if the difference is marked there can be underlying disease. Mine have always been different, and my doctor and the mammogram technician always ask if they have always been that way. In my case, it is a benign growth called fibrocystic disease. But it can be a sign of worse.
The best advice I can give you is don't ask strangers on the internet. We don't know. Go have your first exam and ask.
Babynannie, I am sure all of your friends and your parents have already told you not to worry, this is not unusual at your age.
They WILL even out, honestly you notice it more than anyone else.
The smaller one will grow faster and soon be the size of the other, you will think it's taking for ever I'm sure but you have no need to worry.
I know this answer from a man may not be all that reassuring but if my teenage daughter were here she would say the same.
If there is a huge difference you should speak with your doctor about it. They will most likely never be the same exact size. Most women has one that is a bit larger than the other.
