In Ca Court, can a related party file a motion with the court to request copies of discovery if they are not a plaintiff or defendant?

Just wondering, for a matter of litigation that I have coming up.
The defendants attorney is a municipal judge for a few towns in my area.
So..
I called the offices of a few local attorneys who are also listed as confirmed judges. Either in municpalities or counties in the surrounding area.
Most of them I researched on search engines (6) and the others I have gone before for different motor vehicle violations (4).
The consensus seems to be 80% to 20%, for and against, respectively.
The feelings I got from the attorney representative or the attorney themselves seemed to depend on different things.
Some referenced their work load by how many courts they serve, directly.
The other factors that seemed to surface were noted such as the judge's affiliation with certain cases and case types they represent.
Also a select few judges had motive to seek other seats of duty in different court(s) and court systems, so they deemed it a conflict of interest immediately.
All stated ethics was a very big portion in decisions to either represent or not represent a client privately as a lawyer while being confirmed and active for duty.
One thing rings clear is that each of them has their very own interpretation of the Rules of Judicial Conduct as well as the Rules of the Court(s) they service.
