I'm confused about this question, a garbage disposal doesn't help you to wash dishes, but rather to help flush unused food particles down the drain.
However I certain you would not need a license to wash all your dishes by hand.
I'm not sure what you're asking either. A garbage disposal wouldn't help wash your dishes, and isn't illegal to have or sell. It takes some moderate skill to replace/remove a garbage disposal, and guides can be found on the internet. You can buy them and install them yourself as well, just as long as you know what you're doing.
We don't have a dishwasher or a garbage disposal and no one has been fined or arrested for not having a license yet.

If the sign says 55, but they won't stop you unless you're going 70, what is the speed limit? Is it what the sign says, or the cop?

But if you don't wash them in the sink, using a tub and dumping the water in your yard instead, those food particles wouldn't be there to need flushing, and you could just use a bathroom style sink. And obviously I was asking if you needed a license to sell a garbage disposal. On the one hand, you bought it, or it came with the house, so it should be yours. On the other hand, I'm sure you'd get in legal trouble for trying to resell gasoline that you had bought and paid for at the gas station, hence the question.
