Both names are for the same type of tool. Hammer drills are used to drill holes in concrete. They have a cam or gear in them which causes the drill bit to bounce in the hole giving a chipping action during the drilling process. The spinning of the bit can be stopped on some models so that you can ,with special bits, break up concrete(like a jackhammer)or bush off the surface. On most models you can stop the bouncing action of the bit and use it like a regular drill too.
