The residual value of a car is not negotiable after the lease has expired. In fact, residual value is not usually negotiable at any point in the lease process. If you do get to negotiate for residual value, you should do so before the lease is drafted and signed. The best way to get a good deal on a lease is to negotiate for a selling price and then tell the dealer you want to lease.
