This question depends on too many variables to answer definitively. Nearly any liquid under the right conditions can be made to freeze quicker than another. All things being equal, the answer is based only on the freezing temperatures of the liquids. Assuming a starting temperature of 26 degrees C and pure substances, cyclohexanol would freeze at 25.5 degrees and 2-methyl-2-propanol at 25.4.
