Using a heater to obtain an ambient temperature of at least 50 degrees Fahrenheit in the room to be painted will allow for good paint coverage and drying times. Allow the paint to reach room temperature before painting. It will also help if you choose a paint that is designed to work well at lower temperatures.
On the Other: Ventilation Can Interfere
Interior painting in cold weather will typically lead to excess condensation buildup on windows and increased dry times. Ventilation is necessary during and after painting to prevent this from occurring, but you must make sure any ventilation does not lower the temperature in the room.

Interior painting in cold weather is possible provided that you are able to maintain an average home temperature of at least 50 degrees Fahrenheit and make sure you have adequate ventilation in the room you are painting.
