It could be OCD (Obsessive Compulsive Disorder). If it is bothersome, you should speak to your landlord first. This can help prevent animosity between neighbors.

Chronic stomach or urinary problems. OCD hand washing or other behavior. Likes to look in the mirror at himself. Talk to the landlord, but I wouldn't approach the neighbor. He might be sicker than you think and also dangerous. You never know.

leave him alone. plop urself on the couch and watch some tv. or be really mean and put some wax on the floor so next time he runs by... lol

I would think it probably is medical, in which case, nothing you say can stop it. I hate paper thin walls and ceilings in apartments. Even if you talk to the landlord, there is probably only 1 or 2 neighbors who could complain, so chances are, he will know who did it anyway. So, I'd probably take my chances and ask him, (your neighbor), if there is some way he can slow some of it down. If it's O.C.D., maybe he can wash in the kitchen, if he likes to look at himself, buy him a mirror for his living room. But, if he's sick, your stuck, unless you can move. The last apartment I rented, I went at night, (just before closing), to check noise levels after people started getting home. That may help next time.
