Individual Retirement Accounts (IRAs) started in 1974, when the U.S. Congress passed the Employee Retirement Income Security Act to encourage Americans to save for their retirement. Thirteen years later, the Taxpayer Relief Act of 1997 resulted in the creation of a second type of IRA accounts, known as Roth IRAs.
