If the only communication or gesture you received from someone is a sympathy card, it is not necessary to respond with a thank-you card. On the Other: It Can Be Appropriate
If you receive a thank-you card from someone who was very close to either yourself or a love one who passed on, then the extra effort of responding with a thank-you card is appropriate. A thank-you card should be sent if the sympathy card came with a gift or donation.
