Regardless of ceiling height, one should first choose chandelier size based on the square footage of the room. If a room is smaller than 10 by 10 feet, then a 20-inch diameter would be about right. Most foyers are around that size, but if the foyer is bigger, say, around 14 by 14 feet, a chandelier around 30 inches in diameter would fit well.
On the Other: Architecture and Style
Another way to choose the proper size of chandelier is to consider the foyer architecture and the style of the chandelier. Ornate chandeliers, for instance, can be small and still fit the ambience of a large room.
Bottom Line
Consider both the square footage of the foyer, as well as the architecture of the room and style fixture you want. If you are in doubt, it is usually safer to go smaller, as small fixtures can appear more understated and elegant.
