It's probably more of a reaction to the state of the economy at the minute...
The country relies on 80% of people either failing or under achieving in their education, if everybody passed with flying colors then there would be nobody to do the 'regular' jobs.
The way I see it, it's down to the individual student.. those with the intelligence and the drive will still recieve an excellent education.
No. The govt. isn't that smart.
No. Obama wants to weaken the military as he adopts a soft on terrorism approach. They want everybody to be ignorant with thier thumbs up thier asses.
Maybe seems like a pretty week agenda for getting numbers up>A lot of variables to it. Maybe added welfare population, inflating the amount of drug users. This logic lends to alot of negatives not a very good poker move.
Uneducated people are easier to control.
they are starting 'brainwashing tactics' for their own civilian army....but they aren't trying to increase numbers in the American military forces....no..
