He's quoted as saying "It appears the gringos are militarily occupying Haiti," "Obama, send medicine, doctors and water --- not more Soldiers." Doesn't he realize it's the troops who have the medicine, doctors and water, and the security that Haiti has been lacking.
I think that in retrospect, Hugo is looking at the situation from a historical viewpoint, most people get part of the story from the news, and assume the rest. some things to consider in his statement are:
Why was Haiti in the condition it was in prior to the earthquake?
What was the US policy in Haiti, and how has this policy changed?
what are the short medium and long term plans in Haiti?
if you research these questions, it may give you a better prospective on his statement. If you walked down a street, and a dog always came to bite you, you would be leery of walking that street. the US has in the past occupied Haiti by force, and basically used the people as slaves (from 1911 until the early 1950's) this was done because they had taken over Cuba, and American companies were running the sugar cane fields, so the US "imported" Haitians to Cuba during the harvest season to chop the cane fields. the only reason the practice was stopped was because Cuba began a civil war to get rid of the government, and the US was concerned about keeping Cuba, and all of the assets it had there.
Everything is not always as black and white as the news makes it appear.

Off the rocker again? How funny that he wasn't "off the rocker" when he was sending free oil to heat the homes of poor people in the US but, hey, it's not as y'all are going to be fair, balanced or see reality.
As for the help sent by Venezuela, they were on the ground before the US predators arrived. So was Cuba, the first one on the ground. Now, there's something else to hate them all about.
Hugo Chavez is a complete idiot.
This goes for any totalitarian dictator.
