If the restaurant actually has cookies on the menu, then I doubt it. Cookies & milk go together like steak & mushrooms. Look around at how many people are chewing & smacking their food in their mouth, chewing w/ mouths open, or talking w/ food in their mouth. If you see ANY of those, DUNK AWAY!

Manners are about respect, not unsubstantial superficial etiquette protocol bullshit.
If someone gets offended because they see you dipping cookies in milk, FUCK 'EM.
Everyone knows that milk and cookies go together well, ...and the common way to do this is to dip them.
IMHO, I think it's rather unreasonable and rude to tell someone how to eat if it isn't bothering anyone.
