If you are sure there are no fleas involved it could be that your puppy just has dry skin. If you are in a climate where it is cold and have heat on, that is very likely the problem. The air is so dry during this time of year it affects the skin both on people and animals. Please check this out first as I am not as familiar with dogs as I am cats. I give my cats a capsule of fish oil in their food to help keep their skin hydrated. I can't imagine fish would harm a puppy but you never know so do a google search to make sure it is safe. If so give it some cod liver oil or halibut oil and try not to bathe it using soap any more than absolutely necessary for the time being. I hope this helps.
Could also be because of the season. Seasonal allergies are out in full force as well as dry air. Talk to your veterinarian and see what he/she suggests for remedies if it could be the problem.
Could be dry skin or, worse, mange. You should get her to the vet.
Try putting a tablespoon full of vegetable oil on her food once a day and see if that will help.

Good luck. Sometimes these little problems are easily solved but often by someone who has already gone through it :)
