Infrared heaters use electromagnetic waves to conduct heat from their bulbs to objects and people in the room. This is the same sort of emanation from fire or from the sun, but the heater doesn't waste energy heating the air. It instead sends heat straight to people and objects.
On the Other: The Waves Must Be Absorbed
Depending on the wavelength emitted by the lamp, certain materials may reflect the heat rather than absorb it. This can be a problem for some users, but the materials should be listed on the lamp's box so that buyers will know if the infrared heater will work for them.
Bottom Line
Infrared heaters are efficient, and they can usually keep a space pleasantly heated. However, it may be necessary to check the label to make sure that the heater will work properly in the area you need heated.
