The short stature of votive candles makes them inherently less likely to be knocked over, as opposed to pillar candles. The small size of votive candles also makes them easier to place out of reach from children and pets. There are also many types of candle holders that use votive candles, and many of them require the votive candles to be placed inside the holder, where they are more secure.
On the Other: Pillar Candles Are More Stable
The nature of pillar candles is such that they have a solid base. Although pillar candles come in many sizes and shapes, they all feature a firm foundation, which gives them a solidity and stability that votive candles do not have.
Bottom Line
The choice of votive candles over pillar candles would seem to depend on the intended use, as well as the safety of the candle holders, if any. Votive candles can be safely used if secured in functional candle holders. Pillar candles will burn safely as long as they are placed in such a way that they are not in danger of being tipped over. There are guidelines that should be followed for burning any type of candle.
