Hi I want to know what is it meant by mature aquarium water, currently I have a tank that been sitting for a month with a filter but no fish

    Well, it won't be doing anything unless ammonia is being produced. It is ammonia that drives the formation of the bacteria that make the filter work. Basically you have three alternatives; get some hardy fish, and let them cycle the tank - not a very good solution because the fish suffer ill-health and generally have shortened lives; do a fishless cycle, which would involve putting ammonia or fishfood in the tank until your water tests show peaks in ammonia and nitrites, followed by negative readings; or buy some live bacteria together with a few fish, and start the filter when you put the fish in.

    In any event, you need to learn about fishkeeping - it's very difficult, and most people lose large numbers of fish if they haven't read up on how the tank works.
