Well, it depends on whether you've fully matured through puberty or not; at the age of 13 this is likely not the case. Once you have, the penis size (and virtually every other part of you) starts growing far more drastically than it had been. So chances are by the time you're matured enough to have sex with a girl, it'll be quite a bit bigger. If you're 18 and that's still true, then I would most DEFINITELY be worried. And by the way... for those who think you're small, the general concensus is that a non-erect penis is around 3-4 inches in length for an average.
