Is it possible to specify an annual cost-of-living increase to alimony, expressed as a percentage of total alimony, in a support order? How?

Anything the two of you agree on is possible. If the court has to decide an amount, it takes it out of your hands. Try to work something out with your spouse.

You would need to discuss this with your lawyer. Laws are different in many parts of the country. Your lawyer would know what is legal in your area.
