Im young and not sexually active but just noticed small flap from the inside appears to be dropping from the base of my vagina. Im a nurse and am familiar with the terms 'vagicele' though dont know much. Is this normal?

Could you be more specific? There are websites, such as www.the-clitoris.com that give medical diagrams of the female anatomy. Ask your OB/GYN if you're concerned. He or she should be willing to spend the time to answer your questions.
