That is your heater core.
The most common cause of this sound is plugged evaporator drain.
The evaporator is a kind of radiator that is part of the A/C system. As the
A/C operates, the evaporator gets cold and chills the air that's blown over
it by the fan.
As the air cools, moisture condenses out of it and collects in the plastic box housing the evaporator.
There's a small drain tube at the bottom of the box that lets the water drain to the ground.
If that tube gets plugged with leaves, debris, etc., the water stays in the evaporator housing and sloshes around.
The usual fix is to blow compressed air through the drain tube to clear it (very easy and inexpensive).
If that isn't the problem, then you may have a problem with the refrigerant circuit of the A/C system (not enough refrigerant, air in the refrigerant, or the like).
If you can live with the noise and the A/C system works well enough, then there is no hurry to repair it. You won't cause any damage by operating the A/C with the noise.

This may not be your problem but it happened to me. Worth a check. Holes in the floor boards. The sound of the road sounds like rushing water. Nice if that was all it was. But if you are getting the sound while sitting still, well....

I have a 1998 gmc jimmy and it has 3 montior that will not set. 1. catalyst mon. 2. evap and 3. EGR

You're reading what could be the cause of a rushing water type sound. It comes from under the dash sounds like its on the passenger side. 1995 gmc jimmy
