  • President Johnson signed Medicare into law on July 30, 1965. Qualified beneficiaries did not begin receiving benefits until July 1966. Johnson enrolled Harry Truman as the first beneficiary and presented him with the first Medicare card. Truman had attempted the passage of national health care in 1945, during his presidency.
