    Fill a spritz water bottle that sprays water in a good radius. Dampen the ceiling in three-foot sections. Wait for three minutes as you allow the water to soak into the dots and ceiling. This will also prevent any dust from being made, because all the dots will be wet. You don't want to get the ceiling soaking wet, but you do want it to be damp enough that the popcorn bits will come off easier.

    Scraping

    Find a sharp 6- to 12-inch blade for scraping. Using a 6-inch blade will make it easier to move around, but it will take longer, as you will be cutting in smaller parts. A 12-inch blade will be more ideal for a more athletic person, who is used to holding bigger objects for longer times. Approach the dampened ceiling at a thirty degree angle with the blade, and scrape the dots off onto the drop cloth.

    Cleanup

    Repeat the spritzing and scraping process until you have your desired result. When everything is all scraped, just wrap up your cloth and toss it outside into a dumpster, or dispose of it in the way you see fit.
