I recently got a new cell phone but I was unable to keep my old number(from Cingular). Is there a way to have a recording with my new number on it when people call my old number? (Phone companys used to do this with land line numbers)

No, unfortunately they don't have a way of doing that. I wish they did. (I used to work for them, got a LOT of angry calls about that.)
