He allowed his name to be floated as a candidate in 1968, and actively campaigned for the nomination in 1976.
the dispute was based on the idea that seeking the party's nomination is not really running for president. he didn't get the nomination in '68 or '76. i think that's obviously putting a really fine point on it.
He ran in 1968 and 1976 before winning in 1980. He was governor of California from 1966 to 1974. I did not find this to be in dispute from any of the sources I looked at.
