Yeah right... he should be shot because after all, Bush did plan for Katrina! As a matter of fact, he thought Katrina into existence to wipe out the Democratic vote. After all, all blacks vote Democrat right? So, instead of going into New Orleans with military force, he telepathically sent Katrina (after he created it, of course) into New Orleans, the beautiful city everyone wishes they could live in. Then after he realized that Katrina did not cause much damage, he sent Red Cross workers into the area to sabotage the levees. Under the cover of broad daylight, they attached bombs to the levees and set them off. Now that I'm done with the sarcasm... here's the truth: President Bush declared a state of emergency in Louisiana on August 27 and in Mississippi and Alabama on August 28; he authorized DHS and FEMA to manage the disaster, but his announcement failed to spur these agencies to action. The eye of the hurricane made landfall on August 29, and New Orleans started to flood due to levee breaches; later that day, Bush declared that a major disaster existed in Louisiana, officially authorizing FEMA to start using federal funds to help with the recovery effort. Here's what went wrong: 1) George Bush did not cause the hurricane. Hurricanes have been happening for eons. George Bush did not create them or unleash this one. 2) George Bush did not make this one worse than others. There have been far worse hurricanes than this before George Bush was born. 3) George Bush had nothing to do with the hurricane contingency plans for New Orleans. Those are drawn up by New Orleans and Louisiana. In any event, the plans were perfectly good: mandatory evacuation. 4) The local governments messed up. They really thought that Katrina could do no harm. The city was evacuated only after Bush asked the mayor to. 5) The Louisiana government did not allow food into the area for fear of the people staying longer... They attempted to starve them out! 6) It is in no way at all George Bush's fault that about 20 percent of New Orleans neglected to follow the plan. It is not his fault that many persons in New Orleans were too confused to realize how dangerous the hurricane would be. They were certainly warned. 7) It's not George Bush's fault that there were sick people and old people and people without cars in New Orleans. His job description does not include making sure every adult in America has a car, is in good health, has good sense, and is mobile. 8) George Bush did not cause gangsters to shoot at rescue helicopters taking people from rooftops, did not make gang bangers rape young girls in the Superdome, did not make looters steal hundreds of weapons, did not make snipers shoot at doctors and nurses who tried to evacuate patients from Charity Hospital, in short make New Orleans into a living hell. 9) About $17 billion was paid for flood insurance claims. 10) About $900 million was wasted by FEMA on manufactured homes that are unusable because they don't meet FEMA's own guidelines for use in flood zones. 11) The Government Accountability Office determined that FEMA paid out millions and millions of dollars for some 900,000 fraudulent claims. 12) FEMA itself admitted that of its first $29.7 billion for 2005 hurricane relief, $7.6 billion -- more than a fourth of it -- was used for "administration." 13) At the state level, according to a CNN timeline of the Katrina Crisis, Governor Blanco called for 40,000 National Guard troops, but not until three days after Katrina struck. (14) Katrina victims recieved $2000 check cards per affected adult to use for "immediate needs". Is it Bush's fault that these people considered "immediate needs" to be big screen tv's, jewelry and other ridiculous items that don't include food and clothing? I'm not saying that the people of New Orleans should come out and shake Bush's hand if he walked the streets at night, but he is NOT the only one to blame for their suffering and should not be accused of such.
