Since the Home Owners Association dues are set by the "owner" of the property and basically go up every year there is no "Estimate" it is impossible. It is however easy to call the properties home owners associations administrator and ask. You find out who that person or company is from the realtor or a title company.
Varies from property to property. There is no set amount. Some may not have a due at all. You have to pay it, the HOA can place a lien on your home for non payment and/or has the right to sue (which they would win)

How do you get the hoa to review or revise existing rules? Does a petition work? Is there ever an exeption to rules already in place?

I believe the question was in regard to Home Owners Dues, not property insurance. These are two totally seperate things!
