Yes, if the ice is strong. Person could walk to Little Diomede Island(USA), then Big Diomede Island(Russia), and then reach Siberia. (it's not siberia, it's Far Russian East , Siberia is central)
Aleutian Island option would be impossible. Even in winter, the water can be violent.
Yes, an Englishman called Karl Bushby who is presently walking around the world (look up his website ) did this a couple of years ago. The trouble was as the ice was pushed around by the ocean currents underneath his journey wasn't straight and it wasnt a direct west to east walk as you'd expect.

Thanks for your answer. It's pretty cool that you could walk from one large landmass to the other physically. I've heard, though, that it is very hard to get permission to enter into Russia by that route.
