Why are people allowed to put naked statues outside but why can't we run outside naked?

because running around naked, outside, isn't considered art.

Because the laws are written for humans, not inanimate objects.

At certain beaches, you can run around outside naked. I doubt that you'd find many naked statues at those beaches! :D
