First press Esc then try it, if not then:
After restarting AutoCad, and you've clicked on the little stack of papers icon to open the 'layer property manager' dialogue box, then try ALT N to start a new layer (this is the same as clicking on the new layer icon (paper with the little star on the edge). If that doesn't work you might need to contact support.
This is assuming the layer toolbar is present, right click on a place on any toolbar and make sure layer is checked (on).

You're reading I am having problems getting the layer property manager to work in AutoCad 2007. It is complely unresponsive. Any ideas?
