The answer to your question is not so simple, because megapixels are just one measure of the quality of a camera. There are literally dozens of other issues that matter equally, if not more, than megapixels.
An analagy of this would be to ask "how big must the engine of my car be to make a good car, a great car, and a spectacular car?". Obviously the answer to that is difficult as so many other things in a car matter. Also, a small turbo charged racing engine could be much better than a big 10 litre monster.
Basically, the question is moot --- they market to us in this manner to make us believe more megapixels are better, but that is not necessarily the case. It is mainly just a marketing scam.

Its true that higher end "pro" cameras have more megapixels, but in reality a higher megapixel camera does not mean its a "better" camera. A 2004 Nikon D70 with 6 megapixels at an ISO of 400 will take much better pictures than a 2009 Canon Powershot G10 with 14 megapixels! So is a G10 better because it has 14 megapixels? As one who prefers to use equipment that allows me to take better pictures, the megapixel amount of a camera is only about 25% of my buying decision. For me more megapixels doesn't mean a camera is better, only that it has more megapixels, thats it!
