I believe it is a term in psychology. In Freudian theory, children enter a sexual "latency" period, where they are not interested in things sexual, but are interested mostly in discovering the world around them and have great curiosity and are involved in physical activity and sports and games. Freud considered this vital to childhood development. A "slower onset latency" would be one in which a child is more attached to the mother for longer than normal. Possibly not the best answer, but the best I can recall from my psych classes. (smile)
