I guess you are asking about those Motorbikes.There are a quite a few steps to enhance the speed.You could replace the engine with a more powerful one and increase it's CC capacity and the compression ration.Speed comes from power and power is directly propertional to the capacity of the cylinders.More fuel it burns,more faster it goes.Along with that you should chack on the exhaust system too so that the exhaust doesn't do a back fire due to heavy rate of fuel burning.Making the silencer pipe a bit longer and tappering at the ends,reduces the noise level to considerable amount.Revert back if you need further details.
