It depends on the Money Order being correctly filled out by the sender (payor). If the sender of the Money Order named the specific person (payee) to receive payment in cash and it was cashed by a 3rd party then the bank that cashed it on a forged endorsement would have to make good to the sender for their error. If the sender of the Money Order did not name a specific person or company as the intended payee, the Money Order is "pay on demand" to whoever presents it for payment and the bank has no other responsibility other than to cash it.
