Prophets had the ability to know the future. Their ability to do so was God given. Some of the things were conditional. Such as the city of Nineveh. Had they not turned from their wicked ways the city would have been destroyed. On the other hand, those who's abilities were not God given were desrtoyed/killed such as those who claimed to speak to the dead. The following is from the book of Samuel, the 28th chapter.
9 When thou art come into the land which the LORD thy God giveth thee, thou shalt not learn to do after the abominations of those nations.
10 There shall not be found among you any one that maketh his son or his daughter to pass through the fire, or that useth divination, or an observer of times, or an enchanter, or a witch.
11 Or a charmer, or a consulter with familiar spirits, or a wizard, or a necromancer. (Necromancy defined: is a form of magic in which the practitioner seeks to summon "operative spirits" or "spirits of divination", for multiple reasons, from spiritual protection to wisdom. ...) This is not of God, of course.
12 For all that do these things are an abomination unto the LORD: and because of these abominations the LORD thy God doth drive them out from before thee.
prediction... doesn't the church call that evil... if you can see into the future it's against religion? but the bible predicts many things...
I'm going to assume you're talking about future for us. In the Bible, there are far fewer places talking about the future than people would like to make you think. Revelation is NOT a book about the future, although it does contain, in the last few chapters, a generalization of major events that will happen, such as Jesus coming back and judging everyone in the final judgement. As far as I'm concerned, the Biblical future is definitely something to look forward to, but I also see the theme throughout the Bible that can be summed up in a common latin phrase: Carpe Diem. Sieze the day my friend. Live in the now. Know and experience the miracle of the present.

Since so many Bible believers claim that the Bible is the infallible word of god, why didn't god keep the New Testament consistent?

By the description given in Timothy as stated above we are in the "last days" of earth's history. It also speaks of those who claim to be Christians who are anything but Godly. Who deny God's power. There is a lot of pretense among those who claim to be Christians. In other words they have the appearance of being Christians but that's as far as it goes. Another passage in the Bible that speaks of the return of Christ.
Mark 13. 24 And they shall fall by the edge of the sword, and shall be led away captive into all nations: and Jerusalem shall be trodden down of the Gentiles, until the times of the Gentiles be fulfilled.
25 And there shall be signs in the sun, and in the moon, and in the stars; and upon the earth distress of nations, with perplexity; the sea and the waves roaring;
26 Men's hearts failing them for fear, and for looking after those things which are coming on the earth: for the powers of heaven shall be shaken.
27 And then shall they see the Son of man coming in a cloud with power and great glory.
28 And when these things begin to come to pass, then look up, and lift up your heads; for your redemption draweth nigh.
29 And he spake to them a parable; Behold the fig tree, and all the trees;
30 When they now shoot forth, ye see and know of your own selves that summer is now nigh at hand.
