It has been my personal experience that you can get a computer to move VERY fast, if it is tossed out of an 80-story window.

If you have a few dollars to spend you should add more RAM to your computer. Get a free anti spy ware software like spy-bot search to clear spy ware and cookies.
A simple free way of increase performance is to turn off all the visual effects...
control panel> system>advanced>performance>settings....put a dot in 'adjust for best performance'
or you can make some custom changes on what you would like to keep, most people don't notice any change at all when I do this for them... all though sometimes I keep the last 2 options turned on.
RAM is good.
Buying top-of-the-line right off the bat helps. However, CPU upgrades don't always pay off.
Overclocking is risky but may be possible depending on your motherboard, though you will likely need to upgrade your cooling system. However, it *can* fry your system so it's not recommended unless you know what you are doing.
Then there are the simple things; being malware-free, defragging, etcetera.
sometimes you'd have to check the task manager. . . check if there are RUNDLL programs running, sometimes it a cause. .
