If there's someone who you might want to ask out but but they live far away, you don't have their number, you only know their online info like email/fb) and you haven't really maintained contact with them, should you try to ask them out online or no?

Maybe see if they are happy to catch up somewhere casual and see if they are willing to share more specific info about themselves,Otherwise they are prob just happy the way it is. I have alot of fb friends who I haven't seen for ages I would be a little shocked if someone propositioned me without first chatting a bit and that sort of thing :)

I wouldn't because it's sometimes hard to tell if the person your talking to is really who they say they are unless you personality know them. Wait in till you get to know them more and maybe ask for there number. You also have to be ok with long distance relationships because sometimes it can be very hard to go out with someone if you never see them.
