  • Penal colonies were brought to Australia between 1788 & 1868 (there were 160,000 convicts brought over). It was only after this time that Federation came about (1901). It is debatable that the penal groups alone made Australia the success it is today, as there were many free settlers arriving during this time as well, as well as people brought over to "guard" the convicts. I suspect that the practice of moving people to other countries stopped as it was no longer feasible, there are only so many large land masses such as Australia, and most of them were already settled. Perhaps some nations realised that you cannot move your problems elsewhere as a way to deal with them. The practice in Australia also resulted in some very hard times for the Aboriginals who were already here (slaughter and slavery). Interesting question.
