Try using a metronome.
I think it's something you just have to develop over time. Playing to a metronome or a recorded song or anything that keeps you on a timed structure that you can gauge will help you develop your strumming hand.
Also maybe change out your guitar pick. Most people when beginning to play start out with a softer pick, it catches strings less and is a little more forgiving with strumming. As you develop more and more, move to a harder pick. IF you are a novice, a hard pick can slow you down and people often overlook picks as a determining factor in style and ability as much as sound.
Lastly, try some different techniques on how you hold a pick and strum..see if another style works for you. Build up your picking hand dexterity by fingerpicking and freehand playing. Work on your alternate picking dexterity and all of that will help with your strumming hand too.
Close your' eyes, mute the string and start strumming. Start with a simple up down rythm. Next go up only. Now only down. Do not go fast. Play along with a song you know. Good luck!

Why don't guitars have 5 strings, or 8 strings, or 11 strings? (instead of usually 6 for regular guitars, or 4 for bass guitars)
