At this current time? Earth. Mars would be fairly boring I'd imagine right now...

Currently NO, but as a future possibility perhaps; if Terra forming of Mars creates a human habitat similar to Earth. However, even then I expect that only the adventuresome will want to live on Mars unless the quality of life on Earth becomes miserable as Al Gore has suggested. Even if over population pushes us off this planet, I still expect there will be rewards offered to encourage settling the new frontier.
