Yes, it can. All you have to do is either burn something containing hydrogen or combine and acid and a base. Either reaction will produce water.

Nope I agree with PrairieWind, its constituent parts came into existence with the Big Bang and will remain as they are until another force changes these parts into something else, maybe Hydrogen and Oxygen on their own, or these elements form into other configurations within other elements. But the Hydrogen and Oxygen don't change.
